Even though the Chinese or Indian schools can effectively kill the talent I firmly believe someone really talented would go through these obstacles.
Basically, three billion people must produce someone as exceptional as Einstein was, no matter how rigid the state educational system is.
When he or she starts showing signs of genius the Western school would give him a real chance. It would take time but he or she will come up.
