Make Orwell Fiction Again

George Orwell never intended Nineteen Eighty-Four to become a prophecy. He wrote it as a warning. Published in 1949, the novel reflected his fears after witnessing fascism, Stalinism, and the rise of modern propaganda. Orwell believed that freedom could disappear not only through military conquest but also through gradual political and technological change. A society does not become totalitarian overnight. It moves there step by step, each compromise appearing reasonable at the time.

For decades, many readers viewed Nineteen Eighty-Four as a grim fantasy. Its omnipresent surveillance, manipulated history, and absolute control over thought seemed exaggerated, even impossible. Democratic countries appeared fundamentally different. Citizens voted, criticized their governments, and enjoyed freedoms unimaginable behind the Iron Curtain.

The twenty-first century has complicated that comforting assumption.

No democratic country has become Orwell’s Oceania. People are not forced to worship a single political party, children are not routinely encouraged to betray their parents, and independent media still operate across much of the democratic world. Yet technological progress has created capabilities that Orwell himself could scarcely have imagined. Governments and private corporations now possess tools that collect, analyze, and store information on billions of people. Artificial intelligence can recognize faces, imitate voices, summarize conversations, and process unimaginable quantities of data within seconds.

None of this automatically creates tyranny. The same artificial intelligence that helps doctors detect cancer earlier can also monitor political dissidents. The same cameras that identify dangerous criminals can identify peaceful protesters. The same databases that improve public administration can also become instruments of political repression.

The question is therefore not whether Orwell predicted the future perfectly.

He did not.

The more important question is whether we are building institutions that prevent modern technology from becoming a tool of oppression rather than liberation.

That is why Orwell remains relevant.

His greatest lesson is not that dictatorships exist. Humanity already knew that. His lesson is that freedom often disappears gradually, while people convince themselves that each individual compromise is harmless.

If we wish Orwell’s novel to remain fiction, we must recognize those compromises before they become irreversible.

The surveillance state

If one image from Nineteen Eighty-Four has entered popular culture more than any other, it is undoubtedly the telescreen. Every citizen lived under constant observation. Cameras and microphones watched continuously. Nobody knew exactly when they were being monitored, so they behaved as though they always were.

For decades, this idea appeared unrealistic. Installing surveillance equipment in every home would have been technically impossible and financially ruinous.

Reality found a different solution.

Instead of forcing surveillance upon citizens, modern societies largely adopted technologies that people willingly purchased themselves.

Public surveillance has expanded dramatically during the past two decades. Many cities now contain thousands of security cameras. Airports, railway stations, shopping centers, and public buildings routinely record visitors. Increasingly, these systems employ artificial intelligence capable of recognizing faces, tracking movements, and identifying unusual behavior. What once required dozens of human operators can now be performed automatically.

Supporters emphasize the undeniable benefits. Cameras help solve murders, identify terrorists, locate missing children, and discourage certain types of crime. After terrorist attacks, public demand for stronger surveillance often increases significantly. Many citizens reasonably conclude that sacrificing a small amount of privacy is worthwhile if it improves public safety.

Critics, however, point to a recurring historical pattern.

Extraordinary powers introduced during emergencies rarely disappear completely after the emergency ends.

History offers numerous examples. Governments have expanded surveillance during wars, terrorist threats, and public health crises. While many of these measures were introduced with legitimate intentions, reversing them has often proven politically difficult. Once authorities acquire new powers, they seldom volunteer to relinquish them.

This gradual expansion rarely attracts widespread attention because each individual step appears relatively modest. A new camera here. Additional data retention there. Broader access to digital records somewhere else. None of these developments resembles Orwell’s fictional dictatorship on its own.

Taken together, however, they create an environment in which governments possess unprecedented knowledge about ordinary citizens.

Democratic societies therefore face a difficult balancing act. Security is a legitimate public good. Citizens expect governments to protect them against terrorism, organized crime, and violence. Yet privacy is also a fundamental democratic value. Excessive surveillance can discourage political activism, investigative journalism, and free expression long before outright censorship becomes necessary.

The challenge lies in preserving both.

A free society requires security.

It also requires limits.

The smartphone became the telescreen

Orwell imagined that governments would install surveillance devices inside people’s homes.

Reality proved even more surprising.

People voluntarily carry them in their pockets.

The modern smartphone is arguably the closest real-world equivalent to Orwell’s telescreen, although it functions very differently. It does not constantly transmit every conversation to government officials, nor does it automatically serve as an instrument of political repression. Nevertheless, it generates an astonishing amount of information about its owner.

Location services reveal where a person lives, works, shops, exercises, and spends weekends. Navigation applications record travel routes and commuting habits. Mobile payment systems document purchases. Contact lists reveal social relationships. Calendar applications expose meetings. Photographs contain timestamps and geographical coordinates. Even seemingly insignificant pieces of information become remarkably revealing when combined.

Metadata deserves particular attention because many people underestimate its importance.

Contrary to popular belief, intelligence agencies and technology companies do not always require the content of communications to learn a great deal about an individual. Knowing who contacted whom, when, from where, and how frequently often reveals patterns that are nearly as informative as the conversations themselves. A person’s daily routine, friendships, romantic relationships, professional connections, and lifestyle can frequently be reconstructed from metadata alone.

Modern smartphones also communicate continuously with numerous digital services. Weather applications request location data. Maps monitor traffic conditions. Fitness applications count steps and heart rate. Voice assistants wait for activation commands. Cloud services synchronize photographs, contacts, and documents across multiple devices.

Most of these functions provide genuine convenience.

Few people would willingly abandon instant navigation, online banking, or emergency communication.

The issue is therefore not that smartphones exist.

The issue is that they have become extraordinarily comprehensive sensors.

Every new feature creates another stream of information.

Every additional application potentially expands the amount of personal data available to companies, governments, or malicious actors if adequate safeguards fail.

This does not mean every government constantly spies on every citizen.

Nor does it mean technology companies necessarily misuse every piece of information they collect.

The point is simpler and more important.

Human history has never before produced a device that accompanies billions of people throughout nearly every waking hour while continuously generating detailed information about their daily lives.

Orwell imagined surveillance imposed through coercion.

Modern societies often embrace it because the technology is genuinely useful.

That distinction makes the challenge far more complex.

People rarely resist technologies that improve their lives.

They are far less likely to notice the freedoms they quietly exchange in return.

Big Brother wears a corporate logo

When people think about Orwell’s Nineteen Eighty-Four, they usually imagine governments. Big Brother is the state. The Thought Police are state officials. The Ministry of Truth belongs to the ruling Party. Orwell assumed that governments would remain the most powerful institutions in society.

That assumption was entirely reasonable in 1949.

Today, however, another kind of power has emerged.

Some of the world’s largest technology companies possess more information about billions of people than many governments ever could. Unlike intelligence agencies, they do not need to force citizens to reveal their habits. People voluntarily provide the information every day because doing so makes life easier.

Search engines know what worries people before they tell anyone else. A person may never admit to friends that they fear cancer, struggle with depression, or question their religious beliefs. Yet they often type these thoughts into a search bar. Search histories therefore reveal interests, fears, ambitions, and problems that remain hidden even from close family members.

Navigation applications know where people travel every day. Online retailers know what they buy, compare, and abandon in shopping carts. Streaming platforms learn which films people finish and which they stop watching halfway through. Music services identify moods and preferences. Email providers process enormous volumes of communication. Social media platforms record friendships, hobbies, political interests, reactions, and countless other interactions.

Each individual piece of information appears trivial.

Together, they form one of the most detailed psychological portraits ever assembled.

Artificial intelligence has made these datasets vastly more valuable. Algorithms can identify patterns that no human analyst could realistically discover. They estimate political preferences, purchasing habits, personality traits, and even the likelihood that someone will click on a particular advertisement. Increasingly, they predict behavior rather than merely recording it.

This information is extraordinarily profitable.

Advertising has changed fundamentally over the past two decades. Companies no longer display identical advertisements to everyone. Instead, they compete to show different messages to different individuals based on age, location, browsing history, interests, purchasing behavior, and countless other variables. Two people sitting next to each other may receive completely different advertisements, political messages, or product recommendations while visiting the same website.

This personalization often benefits consumers. People generally prefer advertisements for products they actually need instead of random promotions.

The same technology, however, can also be used to influence decisions far beyond shopping.

Political campaigns increasingly rely on sophisticated data analysis. Fundraising organizations tailor messages to different audiences. Advocacy groups identify citizens most likely to support particular causes. Modern persuasion has become increasingly individualized.

Unlike traditional television or newspaper advertising, these personalized messages are often invisible to everyone except the intended recipient. Journalists, political opponents, and independent researchers may never see them. Public debate becomes more difficult when citizens no longer receive the same information.

Another important difference separates governments from technology companies.

Citizens can vote against governments.

They cannot vote against corporations.

Consumers certainly possess choices, and competition remains an important safeguard in many markets. Nevertheless, the largest digital platforms have accumulated enormous influence because billions of people depend upon them for communication, information, entertainment, navigation, and business. Leaving these ecosystems often carries significant personal or professional costs.

Governments also recognize the value of corporate data.

Law enforcement agencies routinely request information from technology companies during criminal investigations. Intelligence services may obtain data through legal processes or national security legislation. In authoritarian countries, governments sometimes require companies to cooperate more extensively or restrict services that refuse.

The relationship between states and corporations has therefore become increasingly intertwined.

Orwell imagined a government collecting information directly from citizens.

Modern societies frequently create that information commercially first.

Governments sometimes become only one of several interested parties.

This shift creates a new challenge that Orwell never anticipated. Power no longer belongs exclusively to political institutions. It is increasingly shared with private organizations whose influence extends across continents, whose decisions affect billions of users, and whose algorithms quietly shape what people see, read, discuss, and sometimes even believe.

The debate is therefore no longer simply about limiting government surveillance.

It is also about ensuring that private concentrations of information and influence remain subject to democratic oversight, meaningful competition, and transparent rules.

The age of algorithmic propaganda

When Orwell wrote Nineteen Eighty-Four, propaganda meant newspapers, radio broadcasts, posters, speeches, and carefully controlled television. Every citizen received essentially the same message. The Party decided what people should believe and then repeated that narrative relentlessly.

The internet transformed this model completely.

For the first time in history, information could be personalized on a massive scale. Instead of broadcasting one message to millions, algorithms could deliver millions of different messages to millions of different people.

This transformation did not begin with politics.

It began with advertising.

Companies quickly discovered that personalized advertisements produced better results than generic campaigns. Someone interested in hiking equipment should see different promotions than someone shopping for children’s toys. Artificial intelligence gradually refined these predictions until advertising became increasingly individualized.

Politics soon adopted similar techniques.

Campaign strategists learned that different groups respond to different arguments. Younger voters may care more about housing costs. Older voters may prioritize healthcare. Rural communities often focus on different concerns than large cities. Tailoring messages to specific audiences is not inherently unethical. Politicians have always emphasized different issues when speaking to different groups.

The scale, however, has changed dramatically.

Algorithms now determine which news stories appear first, which videos become popular, which comments receive greater visibility, and which posts quietly disappear into obscurity. These systems usually optimize engagement rather than truth. Content that provokes anger, fear, outrage, or excitement often spreads further because people interact with it more frequently.

The result is a powerful economic incentive.

Attention becomes the product.

Emotion becomes the currency.

Artificial intelligence has accelerated this transformation even further.

Images can now be generated within seconds. Voices can be cloned with remarkable accuracy. Videos can depict public figures saying things they never actually said. Fake interviews, fabricated evidence, and synthetic news reports have become progressively easier to produce while becoming increasingly difficult for ordinary citizens to identify.

This does not mean every image or video online is fake.

Nor does it mean truth has become impossible to discover.

Rather, the cost of producing convincing deception has fallen dramatically.

That changes the entire information environment.

The danger extends beyond outright falsehoods.

Algorithms also create what researchers often call “echo chambers” or “filter bubbles.” Recommendation systems learn which viewpoints users already prefer and then supply more of the same. Someone interested in one political perspective gradually encounters less material challenging those beliefs. Over time, opposing viewpoints may appear increasingly irrational simply because they become less visible.

People across the political spectrum are vulnerable to this effect.

Conservatives.

Liberals.

Socialists.

Libertarians.

Nationalists.

Globalists.

Algorithms generally do not care which ideology spreads.

They care whether people continue clicking.

This distinction matters because it shifts the discussion away from censorship alone.

Orwell feared a government that suppressed unwanted information.

Modern democracies also face another risk.

Information may remain technically available while algorithms quietly make some voices vastly louder than others. Nobody needs to burn books if they can simply ensure almost nobody reads them.

The greatest strength of democratic societies has always been the ability to debate competing ideas openly. That strength weakens when invisible algorithms increasingly determine which ideas receive public attention in the first place.

Newspeak without dictionaries

Among all of Orwell’s inventions, Newspeak is perhaps the most misunderstood. Many readers imagine it simply as a strange fictional language with unusual vocabulary. In reality, Newspeak represented something far more dangerous. Its purpose was not merely to change the way people spoke. It was to limit the way they thought.

Orwell understood that language shapes perception. If a society gradually removes words describing freedom, injustice, or resistance, expressing those ideas becomes more difficult. Eventually, even imagining alternatives to the existing political system becomes harder.

Modern democracies have not introduced an official Newspeak dictionary.

Nobody receives a government-approved vocabulary.

Nevertheless, language remains one of the most powerful political tools ever created.

Governments have always understood that words influence public opinion. Military interventions become “peacekeeping operations.” Civilian casualties become “collateral damage.” Tax increases become “revenue enhancements.” Mass surveillance becomes “public safety.” Every political movement develops expressions that present its own policies in the most favorable light while describing opponents in less flattering terms.

Corporations use similar techniques.

Employees are sometimes no longer dismissed.

They are “right-sized.”

Customers are not tracked.

Their experience is “personalized.”

Data collection becomes “service improvement.”

Aggressive marketing becomes “customer engagement.”

None of these expressions is necessarily dishonest on its own. Problems arise when language consistently softens uncomfortable realities or replaces clear descriptions with emotionally appealing alternatives. Euphemisms can obscure difficult questions instead of encouraging honest discussion.

Political polarization has intensified this tendency.

Many public debates now begin not with evidence but with terminology. The first battle concerns which words should describe an issue. Should a proposal be called tax relief or tax cuts? Is a military action an invasion or an intervention? Is extensive online monitoring surveillance or digital safety? The chosen vocabulary often influences public opinion before factual arguments even begin.

Social media has accelerated this process.

Short messages reward slogans rather than careful reasoning. Catchy phrases spread faster than detailed analysis. Complex issues are compressed into memorable hashtags and emotionally charged labels. Nuance frequently becomes the first casualty.

This phenomenon affects every side of the political spectrum.

Conservatives use emotionally persuasive language.

Progressives do the same.

Nationalists, libertarians, socialists, environmentalists, and religious movements all frame issues in ways that benefit their own positions.

Language has always been political.

The internet has simply increased its speed and reach.

Artificial intelligence may amplify this trend even further. AI systems already generate speeches, advertisements, headlines, and political messages. They can rapidly test thousands of different formulations and identify which wording produces the strongest emotional response. Political communication may therefore become increasingly optimized not for truth but for persuasion.

Orwell’s warning remains remarkably relevant.

The danger is not that governments will publish an official Newspeak dictionary.

The danger is that public language gradually becomes less precise, less honest, and more manipulative until citizens begin reacting primarily to carefully chosen words rather than carefully examined facts.

Democracy depends upon disagreement.

It also depends upon a shared vocabulary capable of describing reality accurately.

Without that common foundation, meaningful debate becomes progressively more difficult.

The digital memory hole

One of the most chilling institutions in Nineteen Eighty-Four was the Ministry of Truth. Contrary to its name, its purpose was not to preserve history but to rewrite it. Newspapers, speeches, books, photographs, and official records were constantly revised so that the Party appeared infallible. Whenever reality contradicted previous statements, reality itself was rewritten.

Documents that no longer fit the official narrative disappeared into the infamous Memory Hole, where they were destroyed forever.

Modern democracies obviously do not operate ministries dedicated to rewriting history in this manner.

Yet the digital age has introduced new challenges that Orwell could scarcely have imagined.

For most of human history, altering the historical record required enormous effort. Newspapers were printed on paper. Books existed in physical libraries. Official documents occupied filing cabinets and archives. Once published, information became relatively difficult to erase completely.

The internet changed those assumptions.

Articles can now be edited within seconds after publication. Headlines are frequently updated. Entire paragraphs disappear without readers noticing. Websites close overnight. Online databases change continuously. Search engines constantly modify rankings. Social media posts vanish with a single click.

Sometimes these changes are entirely justified. Journalists correct factual mistakes. Authors update outdated information. Governments amend inaccurate documents. Historical research regularly improves our understanding of past events.

The problem is not that information changes.

The problem is that digital changes often leave little visible trace.

Readers frequently cannot determine whether an article appears exactly as originally published or has undergone substantial revision. Unless organizations maintain transparent correction policies or archived versions remain available, the historical record may quietly evolve without public awareness.

Artificial intelligence introduces another challenge.

For decades, historians generally assumed that photographs, audio recordings, and videos represented relatively reliable evidence unless obvious manipulation could be demonstrated.

That assumption is becoming increasingly fragile.

Modern AI systems can create highly convincing photographs of events that never occurred. They can imitate voices with extraordinary accuracy. Videos depicting public figures making fabricated statements continue to improve in quality. As these technologies become more accessible, distinguishing authentic evidence from sophisticated fabrication will become progressively more difficult.

Ironically, society now faces two opposite dangers simultaneously.

Authentic information can disappear.

Fabricated information can appear.

Both threaten historical truth.

Wikipedia illustrates both the strengths and weaknesses of the digital age. Millions of volunteers continuously improve articles, correct mistakes, and add new evidence. At the same time, controversial topics frequently experience editing disputes, ideological conflicts, and attempts to influence public perception. The platform ultimately demonstrates that preserving accurate history requires constant effort rather than passive confidence.

Digital preservation has therefore become increasingly important.

Organizations such as the Internet Archive, national libraries, academic institutions, and independent archivists perform work that often receives little public attention. They preserve websites, books, newspapers, and documents that might otherwise disappear forever. Without these efforts, future historians could discover surprising gaps in humanity’s digital memory.

Orwell feared a government capable of rewriting yesterday’s newspaper.

Modern technology has made rewriting information easier than ever before.

Fortunately, it has also created unprecedented opportunities to preserve it.

The outcome depends not upon technology itself but upon whether societies choose transparency over convenience, permanent archives over temporary narratives, and historical accuracy over political expediency.

Remembering the past has always been essential for preserving freedom.

A society that loses confidence in its own history becomes far easier to manipulate.

The quiet rise of self-censorship

Perhaps Orwell’s most profound insight was not surveillance itself.

It was psychology.

The citizens of Oceania did not merely obey because they feared punishment. They obeyed because they believed they were always being watched. Whether anyone actually monitored them at a particular moment became almost irrelevant. The possibility alone changed their behavior.

Modern democracies rarely punish political disagreement in the manner Orwell described.

Nevertheless, human psychology has not changed.

People naturally modify their behavior when they believe others are observing them. This phenomenon has been demonstrated repeatedly in psychological research. Individuals often become more cautious, more conformist, and less willing to express unpopular opinions when they expect social or professional consequences.

Social media has intensified these pressures.

Many online conversations occur before enormous audiences rather than small groups of friends. Comments can be copied, shared, and rediscovered years later. Statements written in moments of frustration may permanently influence careers, reputations, or relationships.

As a result, many people increasingly ask themselves not whether they believe something is true, but whether expressing it is worth the potential consequences.

Sometimes this caution is entirely reasonable.

Words have consequences.

Public debate should remain civil and responsible.

The difficulty arises when fear gradually replaces honest discussion.

Democracy depends upon citizens who are willing to question prevailing ideas, criticize those in power, and propose unpopular alternatives. If large numbers of people begin remaining silent simply because they anticipate professional, social, or reputational risks, public debate becomes narrower even without formal censorship.

Nobody needs to knock on the door at midnight.

People begin policing themselves.

That possibility worried Orwell more than any prison or interrogation room.

He understood that the most efficient form of control is often the one citizens eventually impose upon themselves.

Permanent war

One of Orwell’s most disturbing ideas receives surprisingly little attention today.

In Nineteen Eighty-Four, Oceania is always at war.

Sometimes it fights Eurasia.

Sometimes Eastasia.

The enemy changes, alliances shift, and yesterday’s ally becomes today’s greatest threat. Ordinary citizens rarely know what is actually happening on the battlefield because the government controls every source of information. Yet one thing never changes.

The war never ends.

Many readers assume Orwell was primarily describing military conflict. He was not. Endless war served an important political purpose. It justified economic hardship. It explained shortages. It united citizens against a common enemy. Above all, it encouraged people to focus their anger outward rather than toward those governing them.

A population that constantly fears an external threat becomes easier to mobilize.

History provides numerous examples.

Throughout history, governments have appealed to external dangers during times of political instability. Some threats were entirely genuine. Others were exaggerated or selectively emphasized. War often strengthens executive power, increases public acceptance of surveillance, and encourages citizens to tolerate restrictions that would seem unacceptable during peacetime.

This observation applies to democracies as well as dictatorships.

The United States dramatically expanded intelligence gathering after the terrorist attacks of September 11, 2001. European governments introduced stronger counterterrorism legislation after major terrorist attacks. During wartime, many democracies have imposed censorship, restricted civil liberties, or expanded emergency powers.

Most of these measures arose from legitimate security concerns. The question is not whether governments should respond to genuine threats.

Of course they should.

The more difficult question is whether extraordinary powers disappear once the danger has passed.

History suggests they often do not. Modern conflicts also differ from those Orwell imagined.

Traditional wars between nation-states remain important, yet governments increasingly confront terrorism, cyberattacks, disinformation campaigns, and economic warfare. These threats rarely possess a clear beginning or end. A “war on terror” or a struggle against cybercrime can continue indefinitely because complete victory may be impossible.

Permanent emergencies risk creating permanent exceptions.

That does not mean leaders deliberately manufacture every crisis.

Many threats are entirely real.

Russia’s invasion of Ukraine, international terrorism, cyber espionage, and geopolitical rivalry all present genuine challenges that democratic governments cannot ignore.

Nevertheless, Orwell reminds us that societies should remain cautious whenever exceptional powers become permanent institutions.

Freedom is often surrendered temporarily. Recovering it may prove far more difficult.

Social credit by another name

Among modern developments, few comparisons with Orwell attract more attention than social credit systems.

The phrase usually evokes images of China, where various government and local programs have sought to encourage or discourage particular behaviors using digital technologies. Although many popular descriptions exaggerate or oversimplify how these systems actually operate, the underlying idea remains significant.

Technology increasingly allows institutions to evaluate, classify, and reward human behavior automatically.

That possibility extends far beyond any single country. Modern societies already assign countless scores.

Credit scores estimate financial reliability. Insurance companies calculate risk. Banks assess loan applicants.

Employers increasingly use automated systems to screen job candidates. Universities evaluate applicants through complex criteria.

Online marketplaces rely heavily on reputation systems. Ride-sharing platforms allow drivers and passengers to rate one another. Accommodation websites enable hosts and guests to leave reviews.

None of these systems resembles Orwell’s dictatorship.

Most serve practical purposes.

A lender reasonably wishes to know whether a borrower is likely to repay a loan. Customers appreciate reviews before purchasing products or booking accommodation. Reputation systems often increase trust between strangers.

The concern arises when these separate systems begin merging.

Imagine a future in which financial history, purchasing habits, online behavior, travel records, biometric identification, educational achievements, criminal records, health information, and social media activity gradually become interconnected.

Artificial intelligence could process such information almost instantly.

Governments might argue that these systems improve efficiency.

Companies might claim they reduce fraud.

Citizens might enjoy faster services.

Yet concentration of information always creates concentration of power.

If important opportunities increasingly depend upon algorithmic evaluations, individuals may begin modifying their behavior not because laws require it but because automated systems quietly reward conformity and penalize deviation.

This process need not involve political oppression.

Commercial incentives alone may prove sufficient.

For example, someone with an excellent digital reputation could receive lower insurance premiums, easier access to loans, faster administrative procedures, or priority customer service. Those with lower ratings might encounter delays, additional scrutiny, or fewer opportunities.

Each individual decision could appear reasonable.

Together, however, they might gradually create a society in which nearly every important opportunity depends upon continuous digital evaluation.

Orwell imagined citizens fearing the Thought Police.

The modern equivalent may not always involve police officers.

Sometimes it could simply involve an algorithm.

Predictive policing

Crime has always presented governments with a difficult challenge.

Authorities traditionally responded after crimes occurred. Detectives investigated evidence, identified suspects, and attempted to prevent future offenses by arresting those responsible.

Artificial intelligence promises something far more ambitious – prediction.

By analyzing enormous datasets, modern algorithms can identify locations where crime is statistically more likely to occur.
